CALL FOR PROPOSALS: Communication Actions 2025

The Representation has launched a call for proposals for communication actions promoting awareness and dialogue on EU themes.

Selection of proposals for communication actions to reinforce the European Commission's communication efforts in Cyprus.


The call is managed by the Representation of the European Commission in Cyprus.

The Representation has launched a call for proposals for communication actions promoting awareness and dialogue on European Union themes, more specifically the Political guidelines of the next European Commission 2024-2029.

What type of communication actions:

The following types of activities are eligible under this call for proposals:

  • Outreach: organisation of physical events, conferences, workshops, debates, dialogues, lectures, public/cultural/sport events (i.e.: happenings, exhibitions, concerts, theatrical performance, film festivals, shows) etc.
  • Content: production, implementation and/or dissemination of information and communication content: printed and electronic publications, online and social media material, audio-visual content
  • Seminars: organisation of online/physical or hybrid courses on any EU strategy included in the political guidelines
  • Online entertainment: educational games, online surveys, applications for smartphones/tablets

Who can submit an application? 


Applicants must be legal entities established in the Republic of Cyprus and belonging to one of the following categories:

  • civil society organisations
  • non-profit organisations (private or public);
  • public authorities (national, regional, local);
  • associations and foundations;
  • educational institutions;
  • research centres;
  • SME's (definition: https://ec.europa.eu/growth/smes/sme-definition_el);
  • natural persons are not eligible, except self-employed persons or equivalent (i.e. sole traders) where the company does not possess legal personality separate from that of the natural person.
EU grant - (co-financing max 80%) :  from 5 000 euro to 25 000 euro
Language of the proposal: must be submitted in English or Greek.
Deadline for submission: Extended until 7 October 2025

  • The call states that “an applicant may only submit one single application and the application must be linked to at least one or more of the six EU themes specified in sections 2.1–2.6.” Could you kindly confirm whether this single application may include a combination of two to three distinct actions/events (e.g. workshops, public debates, cultural activities) under the same proposal, provided that they are clearly linked and coherent under one EU theme?
  • Or is the intention that each application should cover only one specific action/event?

 

As mentioned in the call (ref.: 5. Admissibility requirements):

 

An applicant may only submit one single application and the application must be linked to at least one or more of the six EU themes specified in sections 2.1-2.6.

 

An application may include one or more eligible activities (ref.: 6.2. Eligible activities) under one single action. 

 

The grant amount available per action is from 5.000 to 25.000 EUR (ref.: 4 Budget available).

Specifically, in relation to the budget:

•             Can the activity be open to sponsorship?

•             If yes, and if you are able to disclose this information, how would such sponsorship affect the selection and award criteria?

•             Would this also have an impact on the total amount of the grant awarded?

The call explicitly states that co-financing of the action may take the form of […] financial contributions from third parties. (11.5. Balanced budget). Only i) contributions in kind from third parties are not to be accepted(11.3. Ineligible costs).

 

The co-financing with financial contributions from third parties may have an impact on the Criterion 3: Quality of the intended results (total 30 points, pass mark 18 points):

• 3.1 Relevance, level of ambition and achievability of the intended quantitative and qualitative results and impact of the activity (20 points). (9. Award Criteria)

 

About the co-financing, please note that the call explicitly states that the grant contribution shall correspond to a maximum of 80% of the total budget needed to implement a project (6.4. Eligible project co-financing).

Criterion 1 – 1.2 (“The extent to which the EU is a substantive part of the activity and included in the external communication on the activity”)

 

Could you please clarify whether proposals will be evaluated on:

  • the extent to which they comply with EU visibility requirements and highlight EU policies and actions in their communication strategy;
  • whether applicants are also expected to outline a process through which the EU, via the Representation in Cyprus, will be directly involved in the proposed activities;
  • or a combination of the two.

 

Both interpretations, as in the first two bullets of the question, are correct.

Application Form – Formatting

Can we include tables, charts, or simple design elements in the application form (to enhance clarity and readability), or should the form be completed strictly in plain text?

 

 

There is no restriction to use plain text only in the application form.
